DOC NOAA Seeks SBIR Proposals
by Rebecca Norman, Graduate Assistant, UALR Lead Center

The Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA) has released their Fiscal Year 2010 Small Business Innovation Research (SBIR) solicitation. The solicitation can be accessed through the Federal Business Opportunities (http://www.fedbizopps.gov) Web site. The entire announcement can be found at https://www.fbo.gov/index?tab=documents&tabmode=form&subtab=core&tabid=57796e8be930f2cf170747055d8babac.

The NOAA seeks to stimulate technological innovation in the private sector and strengthen the role of small business in meeting federal research and development (R&D) needs. The NOAA anticipates making about 10 Phase I firm-fixed price contracts. Each SBIR award will have a period of performance of six months and an award amount not to exceed $95,000. The deadline for SBIR Phase I proposal receipts is 4 p.m. EST on Jan. 14, 2010.

The following are NOAA R&D topics available for Phase I:
- Ecosystems (8 subtopics)
- Climate (4 subtopics)
- Weather (2 subtopics)
- Commerce and Transportation (5 subtopics)

Historically, NOAA has funded about 10 percent of the Phase I proposals submitted, which is approximately one-third of the subtopic areas. Questions related to the NOAA SBIR solicitation can be directed to the NOAA SBIR Program Manager, Dr. Joseph Bishop, at 301.713.3565 or joseph.bishop@noaa.gov.
