Education Invites Small Business Research Proposals
by Mildred Holley, Technology Programs Manager

The U.S. Department of Education’s (DoEd) Institute of Education Services invites qualified small businesses to submit a “Fast Track” proposal in response to its FY 2009 Small Business Innovation Research (SBIR) solicitation, released on December 9, 2008. The deadline to submit an application in response to the agency’s request for technical research projects is 12 Noon EST on January 22, 2009. Awards up to $850,000 for the combined phases are possible.

The Fast-Track Request for Proposals requires submission of both a Phase I proposal and a Phase II proposal in the same package. DoEd expects to announce Fast-Track awards by May 2009, with start dates for Phase I beginning in June. Phase I award limits are $100,000 and six months. Phase II awards will not exceed $750,000 and two years, and are dependent on Phase I success.

The DoEd has identified three priority areas in this solicitation.
Priority 1: Education Technology Products for Students
Priority 2: Education Technology Products for Teachers
Priority 3: Education Technology Products for School Administrators
