Homeland Security Invites Small Business Research Proposals

The U.S. Department of Homeland Security (DHS) seeks research proposals from the small business community. On December 3, 2007, DHS released its FY08.1 solicitation for its Small Business Innovation Research (SBIR) program. DHS invites small businesses with innovative ideas that are responsive to its research topics to submit Phase I proposals in response to this program solicitation.

Interested entrepreneurs have only until December 18 to communicate with the Technical Points of Contact for each topic. This pre-solicitation period offers a valuable opportunity to gain clarification of questions that may help a competitor prepare a better research proposal. DHS will begin accepting proposals on December 19, at which time communication with the technical contacts is no longer possible. The deadline for electronic receipt of proposals is 4:30 p.m. EST on February 4, 2008.

Phase I proposals are limited to 25 pages. Awards are limited to $99,990 in Phase I and six months for project completion. For Phase I, the small business applicant typically must perform at least two-thirds of the research or analytical work (as measured by direct and indirect costs in the proposed budget). Subcontractor partners are permitted as collaborators.
This solicitation contains five topics:
• Assess Ability to Use Eye Tracking and Pupil Dilation to Determine Intent to Deceive,
• Miniature Chem/Bio/Explosive Sensors,
• Mapping of Long-term Threats, Vulnerabilities, and Impacts,
• Trace Explosives Sampling for Vehicle Borne Improvised Explosives Device Detection,
• Smart Sensor System.

We encourage you to read the complete solicitation to determine if you have the technical ability to present research ideas to address these DHS needs. Technical Points of Contact are provided for each topic so that you can speak with or e-mail the agency contacts to discuss your ideas.
