Education Seeks Business Research Applications

The U.S. Department of Education (DoEd) released its FY 2007 Small Business Innovation Research (SBIR) solicitation on November 6. The deadline to submit an application in response to the agency’s request for technical research projects is 10 a.m. EST on January 8, 2007. The agency is restricting this small business research opportunity to Fast-Track (single proposal for Phase I and II) projects only. Because the proposal combines the two phases, the proposal length can be up to 50 pages, excluding the appendices. Award limits are $100,000 for the Phase I portion of the project and $750,000 for the Phase II project. Phase I awards are expected to be announced in May 2007. The DoEd expects to make approximately 4 Fast-Track awards in 2007.
The DoEd has identified three priority areas associated with the development of technological products that directly or indirectly lead to improved student learning and academic achievement. These products may include software, digital format readers, DVDs, print material, video and multi-media products, technological devices, on-line instruction and system-level technologies. Products may include curricula, instructional approaches, supplemental education materials, teacher professional development programs, student assessments, data systems for school administrators or other technologies that meet the criteria of the priority categories.
The three priorities and their content areas are:
1. technological products used by students: reading, writing, math, science, or pro-social development/character development,
2. technological products used by teachers: reading, writing, math, science, or pro-social development/character development,
3. technological products used by school, district or state education administrators: improving the manner in which schools are operated (e.g., financial systems or network infrastructures to inform school operation, application of data systems to inform practice).
