NOAA Invites Small Business Proposals
by Douglas Mathew, Graduate Assistant, UALR SBDC

The National Oceanic and Atmospheric Administration (NOAA) issued its FY 2006 Small Business Innovation Research (SBIR) program solicitation on November 20, 2005. Entrepreneurs with research capabilities that match NOAA's topic interests must submit Phase I proposals (in paper form) for receipt by 4 p.m. EST on January 18, 2006. Proposals must be focused on technological innovations that present opportunities for new commercial products, processes or services.

NOAA expects to make about 20 six-month contracts that will begin in July 2006. NOAA's fixed-price Phase I awards range up to a maximum of $95,000, depending on the subtopic area. The agency's research topics fall within 4 primary subject areas:
— Ecosystems (18 subtopics)
— Climate (14 subtopics)
— Weather and Water (12 subtopics)
— Commerce and Transportation (2 subtopics)
