Tidbits from the National SBIR Conference

I attended the recent Small Business Innovation Research (SBIR) National Conference in Cleveland, Ohio. In this and the next issue of Tech Track, I share some brief news items gathered during federal agency presentations and discussions with SBIR program managers.

All participating federal agencies will now require applicants to include a DUNS number on SBIR/STSTR applications. As a reminder, STTR is the Small Business Technology Transfer program.

The Homeland Security Advanced Research Projects Agency (HSARPA) expects to issue a SBIR solicitation in mid-November. Early reports are that HSARPA will have about $30 million for awards, but that is subject to change. This is the first SBIR program announcement coming out of the Department of Homeland Security (DHS). It is expected that DHS will participate fully in SBIR/STTR beginning in federal fiscal year 2005. We will provide more information when it becomes available.

NIH will be releasing a new PHS 398 form in January 2004. Forms are available on their web site.

The U.S. Department of Agriculture now has four SBIR program contacts. Dr. Suresh Sureshwaran and Dr. Peter Burfening have joined Dr. William Goldner and Dr. Charles Cleland, Director, as program leaders. All of these SBIR points of contact can be reached at 202.401.4002.

Arlene deBlanc is the Acting SBIR/STTR Program Manager for the Department of Energy. Dr. Robert Berger, the previous program manager, retired recently. Ms. deBlanc noted that the DoE was not happy with the previous SBIR competition in the Advanced Scientific Computing technology area. She stated that this may be a good opportunity for proposers since DoE is again seeking proposals in this topic area in its current SBIR solicitation.
